Currently if tps.operations.allowedTransitions is empty it will default to tokendb.allowedTransitions, possibly allowing invalid/unsupported transitions. The code should be fixed to make sure that these lists are separate.

This actually has been fixed sometime ago. The two lists are now completely separate.
