#2316 Removing inaccessible links/buttons in TPS UI

TPS tokens/profiles can only be added/removed by TPS admin, so when a TPS agent/operator is logged in, the TPS UI should not display the Add/Remove buttons for TPS tokens/profiles.

TPS operator does not have the rights to edit token info or change token status, so the links for those actions should be removed as well.

Also make sure the interface to change token status is only visible to TPS agent.
