With the advent of Fedora 24, Tomcat has upgraded its version to 8.0.32 which appears to require that #CATALINA_HOME="/usr/share/tomcat" be uncommented from the service-specific configuration files in /etc/sysconfig.
Additionally, the upgrade script should probably add the appropriate string to the JAVA_OPTS located in the same file to address Bugzilla Bug #1214381 - tomcat lib package doesn't include tomcat-dbcp.jar (which is required and different from apache-commons-dbcp).
Finally, the file /usr/share/pki/server/conf/tomcat.conf should be updated with these changes to account for the creation of new instances.
Since the problematic Tomcat change was reverted in tomcat-8.0.32-4.fc24, this ticket is being closed as wontfix.
