Ticket #160 provides a REST interface to manage the users in a group:

/groups/{groupID}/members
/groups/{groupID}/members/{userID}

There should be a reverse interface to manage the groups in which the user belongs:

/users/{userID}/groups
/users/{userID}/groups/{groupID}

This interface can be used to check the user's membership before deleting the user.
