CRL cache with cache recovery enabled is not working as expected
Steps to Reproduce:
Logon CA admin console. In the CRL section, enable CRL Cache. Enable cache recovery. Go to CA agent page. Revoke 2 certificates. Off hold one certificate. Go to Display CRL page.
Actual results:
The recent changes should still be '1,0,0'.
Expected results:
The recent changes should still be '2,1,0'.
