#155 Create installation servlet

We need a RESTful installation servlet (as well as a client) to configure a subsystem as a replacement for the current panel/ pkisilent implementation.

We want to handle the following cases: CA, CA clone, CA subordinate CA, CA externally signed
KRA, OCSP, TKS

Stage 1: write installation servlet, putting common code into a static ConfigurationUtils class.
Stage 2: refactor the panels to use that Config Utils class, so that code is not duplicated.
Stage 3: refactor calls made during installation and make them restful.
