Certificate recovered on the token does not match with certificates shown in
tokendb

Steps to Reproduce:

1. Recover multiple certs on a token with external registration enabled
2. TPS tokendb shows all the recovered certs on the token

Actual results:

ESC/ Firefox browser shows only one recovered cert on the token

Expected results:

Certificate recovered on the token should match with certificates shown in
tokendb

Per CS/DS Meeting of 08/03/2015: 10.3

I have confirmed that it works for latest code.
