#1394 CLI to change NSS database password

Currently changing the NSS database password is done using the following manual steps:
1. shutdown the server
2. change the NSS database password using certutil -W
3. change the password in password.conf
4. restart the server

While the manual steps work fine, it's cumbersome and error prone. To simplify the process, the steps can be automated using a CLI wrapper which will execute the above steps with a single command:

$ pki-server ca-nssdb-passwd
Password: ********
Verify password: ********
