#1361 REST: NPE when modifying profile without 'action' param

When using the REST API to enable/disable profile, if no 'action' query param
is given, the server returns 500 due to NPE when it dereferences 'action' in the
modifyProfileState method (ProfileService.java~408).

Expected behaviour: return 400 Bad Request.
