TPS UI profile modify operation, authenticating as a user with both admin and
agent privileges, is not giving expected output

How reproducible:

always

Steps to Reproduce:

1. Login to TPS UI using a cert having both admin and agent privileges
2. Disable the userKey profile
3. Change the keySize to 2048 bits
4. Save the changes

Actual results:

Profile is still in disabled state

Expected results:

Changes to the the profile should be approved and the profile should be enabled

Additional info:

Tried the same operation using curl command with the same cert. The changes to
the profile were updated and the profile was in enabled state.

I believe this is fixed by ticket #1270. Please reopen if that's not the case.
