#1268 Parameter pki_admin_email: Install succeeds with invalid email

When an invalid email without the '@' character is provided as input for
pki_admin_email parameter, the installation goes through fine. There is no
check for valid email in pkispawn, although installation using UI earlier had a check for the validity of the admin email.

Steps to Reproduce:

1.Install Root CA with the config file attached
The file has an invalid email for pki_admin_email
2. Installation will work fine

Actual results:

Installation succeeds

Expected results:

Installation should fail
