Currently assigning a certificate to a user has to be done in multiple commands. First, the certificate has to be downloaded from the CA, then it has to be uploaded again to be added to the user.
The process can be simplified by adding an option to import the certificate with the specified serial number directly from the CA:
$ pki ... ca-user-cert-add <username> --serial <serial number>
