Document formatting

In the past, Fedora used a book style format for documentation that was intended to be read linearly. This style of documentation proved to be cumbersome to both read and maintain.

Documents should now be written in a topical style so that each component of a overall document can be used on its own without needing to read everything that was written in sections before it. An example of this style of documentation can be found in the GNOME documentation at https://help.gnome.org/users/gnome-help/stable/.
