Right now it is shipped as part of RHEL/CentOS which makes it impossible to update in EPEL. Things like systemd depend on it and while they are quite conservative by not requiring always latest version - there are plenty of other cases where latest version is desired.
I'd like to maintain it as part of hyperscale SIG with always latest version (as I do in Fedora) - any objections?
Go for it. FB used to have a meson backport on https://github.com/facebookincubator/rpm-backports but we haven't kept it up to date as the one in CentOS proper has been good enough for recent versions of systemd. I'm all for keeping a more recent one in the SIG if you'd like to maintain it.
It'll be needed for virt stack backports too, anyway, so this is good to have done here.
ack, finally will be my first package in this SIG ;)

Quick testing shows that it worked, so https://cbs.centos.org/koji/buildinfo?buildID=32148 is tagged into the release :)
Huge thanks @dcavalca for walking me through the process!
I'll close this ticket when package will appear on mirror.centos.org
