The default DB backend is bdb, while we can change override /etc/rpm/macros to use nbd, it needs to be done in multiple places (provisioning, config management, build pipeline...).
This tracks enabling ndb by default in hsx.

As we're using SQLite in c9s, we'll track this for c8s (which uses BDB).
