#871 parse_args should handle multiple whitespace characters

When multiple spaces separate options that are passed into parse_args(), the function would stop processing.

This was a problem when we passed double spaces between service name and --debug-to-files which wasn't used then.

We should enhance parse_args() so it is more robust.
