Libnl older than 1.1 has a very serious tight-loop issue that causes SSSD to hang. Libnl upstream does not support versions older than 1.1, and neither should we.

On platforms that do not have libnl >= 1.1, we should simply not support the use of netlink for online detection. On these platforms, we'll rely only on the 60s timeout and resolv.conf update for online detection.
