#470 Create kdcinfo and kpasswdinfo files during startup

To solve ticket #452 the kdcinfo and kpasswdinfo files will be removed during shutdown. During a restart e.g. these files are removed and will not be available until sssd performs an operation which requires an access to the KDC or the kpasswd server. As a consequence already logged in users cannot use programs like kinit properly. This can be fixed by creating the files during startup.

Since #452 is in 1.2, and this would appear as a regression, marking this as 1.2
