#442 INI the file name should be resolved to the full path

The error collection and metadata collection do not resolve the file names to absolute names. This can lead to an ambiguous output. For example displaying errors one would see the name of the config file but it will be short or relative name as specified however it would not be clear which file on the system was actually processed. Sometimes it is obvious but sometimes is not.

The INI should resolve the name to the absolute name before recording it in the error collection or meta data.
