#429 SSSDConfig API creates sssd.conf with the wrong permissions

When creating a new sssd.conf file from scratch, the SSSDConfig API uses the default umask of 0002, which results in a file that cannot be read by the SSSD.

This is a blocker for the authconfig UI.
