Instead of a pure text output, let's add also a JSON output to sssctl access-report.

This work has a prerequisite in refactoring the tool a bit. We should, instead of reading the HBAC rules and printing them right away, read the rules from the cache, construct the same C structures that the evaluator library uses and then pass those to the output functions.

We might need to refactor the IPA HBAC provider a bit to extract the functions, which is exactly the reason this work was not added in the first place.
