#3540 [RFE] SSSD should offer an option to enable keep alive packets

Description of problem:
In some environment it is desirable to enable SSSD keep alive packets to keep
the connection alive in situations where a firewall might terminate the
connection because of inactivity. The proposal is to base the implementation on
LDAP UDP ping packets. Ideally we can enable/disable this functionality.
