Description of problem: It appears that there is an edge case when one of the remote servers doesn't work and sssd is switching between 'primary' and 'backup' servers. In this context, the primary servers are site-local and the backup servers are domain-wise. It seems that we do not mark the server we can't connect to as not working, which may be why fail to fail over. So maybe we don't correctly set status of backup servers?
