#3251 Don't enter offline mode if GC resolution fails, but gracefully disable GC lookups

In some environments, the DNS SRV records for the Global Catalog are not reachable at all. Currently, we just treat that failure as fatal and go offline. We should consider falling back to LDAP lookups with a loud syslog message that we are running in a degraded more instead.
