#3114 gpo: gPCMachineExtensionNames with just whitespaces fails the GPO processing

We fail GPO processing if gPCMachineExtensionNames is not empty, but contains no GUIDs (for example if it has just " " (space)) or other value that indicates that there are no GUIDs.

There is no syntax enforcing for this attribute on server side, so it can theoretically contain anything.

We should ignore this attribute if it contains only whitespaces the same way we ignore it if it does not exist.
