#3057 Merge existing command line tools into sssctl

At least sss_cache and sss_debuglevel could me merged with sssctl. The existing tools would be just shell wrappers for backwards compatibility, but there's really no reason to ship them as separate binaries.

This can be a nice refactoring task for a new developer.
