#2673 Consider also disabled domains when link_forest_roots() is called

Currently link_forest_roots() calls get_next_domains and by extension only enabled domains are considered.

Since the domains can be enabled at any time and the forest links are only established when sysdb_update_subdomains() is called, it makes sense to also link disabled subdomains.

It would also make sense to implement unit tests as Sumit said here: https://lists.fedorahosted.org/pipermail/sssd-devel/2015-June/023795.html
