#2599 Make it possible to configure AD subdomain in the server mode

Some users would find it useful to configure options of the SSSD server mode. In particular, the ad_site option came up in a discussion.

Currently, the SSSD server mode operates with defaults and autodiscovered options only.

Please note that for the site option, we might need to change the failover code as well, but a means to tune the server mode configuration in general might be useful nonetheless.

This needs to be implemented way sooner.

In order to not lose what Sumit suggested earlier today -- we should extend the dp_options structure with a boolean that specifies if the option can be overriden by main domain.

As a subtask, we should also convert all options in backends that are currently read directly from confdb to be read from dp_options.

This is out of scope for 1.14, unfortunately. Moving to 1.15.
