#169 ELAPI refactor file provider code to use tuples instead of switches

file_print_fmt_cfg() and file_read_fmt_cfg() functions need to be refactored to replace switches with the tuples {constant, function} when the corresponding functions are implemented.

This should come with official ELAPI 1.0 release that would be some time before 1.2.

This code is addressed in the patches that have been pending. This is now in the ELAPI tree. Not setting fixed in because the versions here do not apply to the ELAPI milestones. Setting "wontfix" instead.
