#1583 Allow setting the default_shell per-domain

This came up as a request from stefw. It would make sense to set the default_shell option also per-domain in addition to setting it in the NSS provider. We allow setting the other shell-related options on both places anyway.

This is an extension of ticket #1289. In #1289, we implemented the default_shell option, but it was only valid for the [nss] section. This ticket is about also allowing the same option with the same meaning also in the [domain/$foo] section.
