After some technical discussion with John Dennis we decided that rotation should be left out of the ELAPI. ELAPI should be responsible for detecting the change and closing the tags but should not rename or rotate the file. The bug would remain open till the closing of the tags functionality is implemented.

After some evaluation it turned out that this is a pretty complex task. So I will open a ticket to identify a short term alternative solution and defer this till later.
