#1053 Squash the transactions in sdap_initgr_common_store

sdap_initgr_common_store starts two transactions:
- sdap_add_incomplete_groups
- sysdb_update_members

It would make sense to make them one. When we're at that area, we should also remove the last parameter -- it was only used when that function was used in the IPA initgroups as well.
