I find JShelter very great and would also like to use it on my Android smartphone. Unfortunately, it doesn't seem to be in the Firefox Addon Store for Android at the moment. Is it possible to put the addon there as well?

You should be able to workaround the limitations by creating a collection with JShelter, see https://www.androidpolice.com/install-add-on-extension-mozilla-firefox-android/. We discussed in a recent meeting that a change in the policy is imminent but it is out of our control.
AFAIK JShelter works in Firefox for Android. When I upload each new JShelter version, I mark it as it supports Firefox for Android.
Please report any issue that you find in JShelter on Android.
I am leaving open as this issue might be a good candidate for a FAQ entry.

Is it known why the addon is not offered in Firefox for Android? Is it because of Mozilla?
For whatever reason, Mozilla decided to only present a small number of curated extensions in their mobile application by default. There are some great extensions there like uBlock Origin, NoScript, and DarkReader, but JShelter was not one of them.
