So 5 minutes ago, someone came on irc asking: "What's the process for handling abusive maintainers? ". Turn out that we have no reporting mechanism on the website: https://getfedora.org/code-of-conduct
And so, that's something that should be easier to achieve than "decide what we do with report", which is a separate issue already being tracked ( https://pagure.io/Fedora-Council/tickets/issue/40 ).
So far, I did ask to bex on irc who told me to open a private ticket. But asking bex do not scale, do not work for people who are not long time fedora members. And do not signal properly that we are serious with CoC violation to future and current members.
The official answer here is https://fedoraproject.org/wiki/Community_working_group however that has pretty much been disbanded. So reporting an issue to the Council is likely the correct step.
I'd suggest just adding a "Report an issue" link at the bottom of the CoC or something.
