https://access.redhat.com/documentation/en-us/red_hat_directory_server/10/html/administration_guide/configuring_directory_databases-using_referrals#Using_Referrals-Starting_the_Server_in_Referral_Mode describes how to start the server in referral mode.
However, the following options are missing in the ns-slapd(8) man page: * refer * -r referral_url and also in the usage output of "ns-slapd -V".

"refer" and "-r referral_url" are not documented neither in the ns-slapd(8) man page nor in "ns-slapd -V".
The man page and the help option should describe the missing options.
