#50417 legacy tools should not look under /etc/sysconfig for instances

Issue Description

In 389-ds-base-1.4.x we stopped writing instance information to /etc/sysconfig, but this is where the old legacy tools look for server instances. The legacy tools need to just check /etc/dirsrv for instances
