Issue Description

We need to make sure the new installer, dscreate, works in the basic test suite. Right now new instances are still being created by setup-ds.pl, but we need to verify dscreate work as well

This suite already exists, it's in the lib389 tests, that apparently, RH is not running because most of that suite has been broken for a long time.

I think this ticket actually should be "fix and run the tests under src/lib389/lib389/tests".

Commit 423a9ce2 fixes this issue

389-ds-base is moving from Pagure to Github. This means that new issues and pull requests
will be accepted only in 389-ds-base's github repository.
