Issue Description

Enhance automember plugin

"If username user1 has LDAP departmentnumber=Dallas then we want to add the user to the group DallasUsers. This works great using automember plugin/rules.

When user's departmentnumber changes someday and departmentnumber=Miami. We would like to add user1 to group MiamiUsers. But user1 remains a member of group DallasUsers. We would like user1 to be automatically removed from the old DallasUsers group."

Need to adjust fix to be off unless explicitly set to "on". So on upgrades the behavior does not change, but fresh installs do enable modify postop processing.
