Issue Description

Add automated replication setup options to dsconf. Where the CLI will create all the repl manager account and password, and add the agreements and configure the remote replicas etc. Basically this is for those who don't care about fine grain control over the nitty gritty details/settings, and just want replication to work with minimal manual steps.

I'll let @firstyear elaborate on this...

Aiming to get this into 1.4.1

There is an entire framework for this already built and developed by me a year ago for this, that is really really well tested. It should be easy to wire this in.
