Trying to backup/restore a single backend is not working properly, but it is also risky to do with the the way the libdb environment works. The option has been removed from docs, but we still need to remove it from the CLI tools and man pages.
lib389 should also be adjusted for this change
Only "full" backup/restores should be used.
Should be addressed in 1.3.8 and up
