#49052 Environment quoting on systemd fedora 24 and higher does not work

The .service files that export their environment, apparently due to a change in systemd now treat quoting differently. This causes the dirsrv not to start in some conditions.

I believe Makefile.am change is unrelated. The rest looks good to me.
