This feature was originally proposed to prepare the DS for the openldap library switching from NSS to openssl, which was implemented with the ticket 47536.

As described in the design doc, "allow to get certs from pem file" is available only when the openldap is linked with openssl, which fulfills the requirements. Therefore, closing this ticket as duplicate of #47536.
