#47807 SLAPI_REQUESTOR_ISROOT not set for extended operation plugins

From the plugin guide chapter 53.3 I would assume that SLAPI_REQUESTOR_ISROOT should be set for all kinds of plugins.
This it not true for extended operation plugins.
It is only set for one special case in ldap/servers/slapd/extendop.c (extop_handle_import_start()).

Seems to be a one line fix.
