allow adding/removing/configuring listener ports without requiring a restart - including the regular LDAP port, LDAPS port, and LDAPI port - and any configuration of those ports which normally require a restart

Comment by Rich: nunc-stans will help, because it provides an api by which you can add/delete listeners, but there are other code changes.
