allow configuration of all aspects of NSS - including add/remove keys/certs - without a server restart.

Note: once this RFE is implemented, this ticket #47943 is expected to be fixed.
Thus, it needs to be verified, as well.
Ticket #47943 - Search nssVersion in 'cn=encryption,cn=config' can report wrong value

When testing fix for #47943, please make sure to check also other attributes in cn=encryption,cn=config, I think I saw this misbehavior not only with nssVersion.

Hi Martin,
Could you provide some more details? #47943 was observed since NSS initialization is done only at the server's start up time, which is not actually a misbehavior IMHO, but a "not-implemented-yet" issue...
